Rules:

• main agent integrates and owns final decisions
• scouts investigate only; editing agents own explicit files
• no duplicated shared context
• no generic cloned workers
• no project-wide formatters/tests inside children
• local:// for bulk context, agent:// for outputs, history:// for transcripts
• IRC for overlap, blockers, and follow-up
• isolate only code-changing extension development, not ordinary story artifacts
